Article 3 the price of express delivery industry shall be adjusted by the market, which shall be independently set by the operating enterprises according to the operating costs and market supply and demand, and the price shall be formed through fair competition in the market

Article 4 in principle, the administrative punishment for price violations in the express industry shall be under the jurisdiction of the district price department in charge of the place where the price violations can also be reduced; If it is difficult to determine the place where the illegal act of price occurs, the district price department in charge of the place where the express delivery business enterprise is located shall be responsible for the jurisdiction; The price monopoly in the express delivery industry is under the jurisdiction of the municipal price department

Article 5 the express delivery business enterprises shall follow the principles of openness, fairness, honesty and trustworthiness in selling goods (such as packing cases) and providing services, abide by price laws, regulations, rules and relevant provisions, and consciously maintain the normal market price order

Article 6 when selling goods and providing services, express delivery enterprises shall clearly mark prices, and publicly mark commodity prices, service contents, service prices and other relevant information in accordance with the relevant provisions of relevant laws, regulations and rules

Article 7 an express delivery business enterprise shall clearly mark the price at a prominent position in the service point, station and other business places, and publish the commodity price, service items (content), pricing unit, service price and other matters. Article 10 an express delivery business enterprise shall not have the following acts: (1) failing to publicize the service items, service prices and other contents in a prominent position in the business place; (2) If a commodity is sold at a higher price than the marked price, an unspecified fee will be charged; (3) For the same commodity or service, two different pricing methods are used in the same business place to attract customers at a low price and settle at a high price; (4) When carrying out price promotion activities, the relevant promotion contents, additional conditions for the price of promoted goods and other relevant restrictive conditions are not marked or vaguely marked; (5) When carrying out price promotion activities, using false or deceptive, misleading language, words, pictures, units of measurement and other pricing methods, fictitious original prices, fictitious reasons for price reduction, false preferential discounts, and inducing consumers to consume; (6) There is a price commitment before selling goods and providing services, which is not fulfilled or not fully fulfilled; (7) Collude with each other to manipulate market prices and damage the legitimate rights and interests of other operating enterprises or consumers; (8) Fabricating and disseminating price increase information, driving up prices and driving commodity prices up too high; (9) Competitive express delivery enterprises reach and implement price monopoly agreements; (10) Operating enterprises with dominant market position abuse their dominant position to eliminate and restrict price competition; (11) In order to crowd out competitors or monopolize the market, dumping at a price lower than the cost, disrupting the normal production and operation order, and damaging the national interests or the legitimate rights and interests of other operating enterprises; (12) Other illegal acts in violation of price laws, regulations and rules

Article 11 express delivery enterprises should strengthen price self-discipline, establish and improve the internal price management system according to their business conditions, establish and improve the communication and coordination mechanism, dispute mediation mechanism, error correction and claim settlement mechanism, clarify specific departments or personnel to accept consumer complaints, timely solve price disputes, and practically operate in good faith in accordance with the law

Article 12 trade associations should pay close attention to the price behavior of industry operating enterprises in accordance with the provisions of relevant price laws, regulations and rules, guide and urge industry operating enterprises to operate in good faith, compete according to law, and maintain a fair and just market order. They should not formulate rules, decisions, notices, and organize operating enterprises to reach or implement monopoly agreements, Actively cooperate with the competent price department to do relevant work

Article 13 the operating enterprises and trade associations of the express industry shall consciously accept the supervision and inspection of the competent price department, and truthfully and timely provide the relevant materials required for price supervision and inspection

Article 14 before receiving services, consumers have the right to know in detail the relevant information such as clearly marked prices and consume clearly. If relevant price violations or suspected price monopolies are found, relevant facts and evidence can be retained in time and complaints can be reported to the competent price department

Article 15 If an express delivery enterprise violates these rules, the competent price department shall deal with it in accordance with the price law of the people's Republic of China, the anti monopoly law of the people's Republic of China, the provisions on administrative penalties for price violations, the provisions on the implementation of clearly marked prices for goods and services, the provisions on the prohibition of price fraud and other laws and regulations

Article 16 the Beijing Development and Reform Commission is responsible for the interpretation of these rules

Article 17 these Rules shall be implemented from the date of promulgation and shall be implemented for a trial period of two years
